Why is an HGV Safety Permit necessary?

The Direct Vision Standard (DVS) and HGV Safety Permit Scheme are integral components of the Mayor of London's Vision Zero initiative, aimed at eliminating all fatalities and serious injuries on London's transport network by 2041.


The DVS assesses the visibility an HGV driver has through their cab windows, rated from zero (limited visibility) to five (excellent visibility). This rating reflects the potential risk posed to vulnerable road users, such as pedestrians and cyclists.


Starting from 28 October 2024, new regulations regarding the Direct Vision Standard will be implemented to enhance the safety of all road users. Heavy goods vehicles exceeding 12 tonnes must either achieve a three-star rating or be equipped with the Progressive Safe System to operate within Greater London.

The DVS Star Rating Scale

Determine the DVS star rating of your heavy goods vehicle (HGV) that exceeds 12 tonnes gross vehicle weight, and apply for a permit if necessary.


The HGV safety permit scheme is in effect 24/7 within the Greater London area.


To travel within this zone, you must possess a valid HGV safety permit; otherwise, you will incur a Penalty Charge Notice (PCN).

Direct Vision Standard and HGV Safety Permit Scheme facts:

Starting from October 28, 2024, all lorries weighing over 12 tonnes must possess a valid permit to operate within Greater London. This regulation will be enforced 24/7. After this date, it will be illegal to operate such vehicles in the area without a permit.


The Direct Vision Standard (DVS) assesses a driver's direct visibility through the windows of an HGV cab, providing a star rating from zero (poor) to five (excellent). This rating indicates the level of risk posed to pedestrians and cyclists in proximity to the vehicle.
